Just walking around, I hear people talking idle chat to each other and my character, but when I go to talk to someone there is no audible voices. I can see the dialog box, but no voice. I searched and found that someone suggested this, but I have no idea what OGG files are let alone how to associate them. I do not have Winamp and as far as I know the only media player I have installed is Windows Media player.

Here are my system specs:

AMD Phenom ™ II X4 945 Processor- 3.00 GHz
4.00 GB Ram
64 bit Windows 7
NVIDIA GeForce 9800 GTX+

A: If you have Winamp installed and associated with OGG files, instead of Windows Media Player, then you will not get voices. Associate OGG files with Windows Media Player to correct this. (note; this may occur with other media players other than Winamp if you have OGG files associated with them)
