I'd like make some suggestions about votekick option:

I believe it's necessary add "voting reason" on command syntaxis. Some players vote without a strong reason. In addition, this might help to reduce hackers population.
Furthermore, there should be a graphical UI. Here's an example:
After pressing TAB key, if someone does "right click" on another player's name, it shows a little menu with the voting option. In the popup dialog, we expose the voting reason and then we have finished.

I understood perfectly and agree completely, they should have the console command syntax of: votekick [username] [reason]

If you took the time to open console it shouldn't be hard to type votekick cheethaxor wallhack/aim-bot and then have the reason show up next to the 'votekick cheethaxor Reason: wallhack/aim-bot'

But the patch notes talking about voting with F1 is definitely a step in the right direction
