Vow of Silence - get my NPC to shut up!

Hello,

I have an NPC who has taken a vow of silence, I have unchecked all of the conversation/responses in his packages, removed behaviours that might trigger him talking, but there are still occasions when he suddenly breaks his vow of silence and starts yelling.."you need to leave" and when you prompt conversation he is happy to speak.

How can I shut him up so he is totally silent and keeps his vow? New voice type?

Is this a temporary vow?

You might have to make them an enemy with no aggression. Those are the only NPCs that don't talk to me when prompted, but they still have their barks. I think somebody. I think I saw a mod on the Nexus that makes the NPCs silent by substituting a silent dialog. Can't remember if it is for this game or Oblivion, but look over there.

It is permanent, I don't want this guy to speak at all. Thanks for the pointers :)
