I went to freeside for the first time and shot up the silver rush and looted everything...my rep in freeside is still neutral and I didn't take a karma hit at all? Was this a glitch?

Well the guys who run the Silver Rush aren't exactly the guys with a good rep in Freeside. Go shoot up the Kings or Atomic Wrangler and watch the fame drop.

All I know is I just made out with some sick loot!

You attacked the VanGraff family and Freeside doesn't care about them cause they deserve to be melted by their own plasma weapons(what? no i totally did not do that in my game. silly). this is why almost everyone i know has looted that pushover of a piggy bank.
