It was a Bethesda decision. This is all up to opinion. It doesn't make their games more "simplified" or them cheap. Separated slots or full ones are seen varied all across the RPG genre.
I will however agree that more customization is usually a good thing.
But Howard gave a good explanation for why the team did things the way they did including other things like mark and recall.
Others weren't so well explained. I felt the Shivering Isles Q&A was better done. But by then they had time to reflect+ no need to hide gameplay elements or mechanics.

I'd like some sort of response to this. Topics like this are why Bethesda and its fans are very lowly received by the overall hardcoe RPG fanbase.
Morrowinds gameplay mechanics were poor anyways. Only lore, story, and writing-wise is where Beth did some good.
They've been getting better at everything else other than those they got right in Morrowind.
Also people forget the give and take devs face with games. Just ask J.E. Sawyer.
