At the end of the the black book quest 'waking dreams', one of the rewards is to reset any skill that has reached a hundred, so you can get all your perk points back. I haven't done it yet, as I wanted to learn more about it first. Plus I'm still at the what if stage, so there is no real desire to do it!

As I write this I'm thinking it could also mean any skill that you want to take perk points from, which would raise the question...What would be the benefit? As you can alreaDy do something similiar in legendary.

You get the perks back, but the skill stays at whatever level it is.
