Walk Stutter Glitch - Player and NPCs

So I recently got Skyrim Legendary Edition for my birthday via steam. I run it fine with mods on my PC. My computer is not where I'm having problems.

My mother has a Mac. She was previously running a Mac-ified version of Skyrim (no dlc). But I couldn't get mods to work on it. (Exept Apachii Hair for some odd reason) So I offered to let her download mine.

As Skyrim isn't compatible with Mac I convinced her to parition it. She allocated 50gb. (Yes. Not a lot, but it's just for Skyrim.) I install Skyrim. I install SKSE. I install all my mods minus a few she doesn't want.

First problem that came up was a problem with the ENB I was giving her. For some reason it made the launcher not work. Why, I never figured out.

Next thing I noticed was after running LOOT to sort mods was that the report was blank save for a red bar across the top.

On to the currently unsolvable glitch.

Player and NPCs have a sort of "limp". They'll walk completely normal and then suddenly they'll take a really, really slow step and then take about five steps in super speed. Both the player and NPCs do this.

A few things I tried to fix it, made a Clean Save, played with the .inis, Uninstalled.

In my search for a solution I learned it's probably a script problem. The game loading scripts that are no longer there. The possible solutions were to uninstall and reinstall or make a clean save. As I have done both and the problem persists.

I turned to a mod that's supposed to stop sutter. The problem persists.

The other night I discovered it might be due to the xbox 360 controller. BUT. My mom doesn't use a controller. I do. I did give her my Skyrim.ini and SkyrimPrefs.ini as I had optimized them for performance.

I deleted them and let the game generate it's own. Problem persists.

I uninstalled and reinstalled again.

As you would suspect problem persists.

So today I tried to get the 360 controller to hook up to the computer. I can't get it to install the drivers. So I check Windows Update. It's got 108 required updates. I install all of them. Not only does the problem persist but I still can't get the drivers for the controller to work.

One thing that has fixed is LOOT. LOOT now shows a report. It looks basically the same as mine. Minus a few mods. It wants me to clean some mods with Tes5Edit. Nothing major or game breaking.

I've even looked at the mods with Wrye Bash. No issues. No conflicts. No missing masters. Nada.

I'm tired and I've exhausted my options. I feel like a total failure. Not to mention completely confused. She doesn't have any mods I don't have. My game runs fine.

Macbook Pro

13 inch mid 2012

Processor 2.5 GHz Intel Core i5

Memory 4 GB 1600 MHz DDR3

Graphics Intel HD Graphics 4000 1024 MB

Software OS X 10.9.5 (13F34)

Windows 7 Home Premium 64bit on the partition.

P.S. Also tried running without the ENB, still not working.
