I want cell SLPowderGangerCampNorth to respawnreset

I've been on the net, looked at the GECK wiki, and FNVedit documentation. I can't find out how to do this simple task. Something is preventing the Powder Gangers from respawning at their camps, even if I wait 3-4 days. The global respawn timer is still set at 72 hours. I can find cell SLPowderGangerCampNorth in the GECK and I see the spawn markers in the render window but I cannot find out why this cell isn't resetting/respawning. I know that Encounter Zones have a respawn flag but none of the powder ganger camps like SLPowderGangerCampNorth belong to an encounter zone. They're just part of a World Space: WastelandNV. I found a cell that does respawn, ScorpionGulch, and I looked at that cell in the GECK but I don't see any special respawn flags or settings. ScorpionGulch isn't part of an encounter zone either. Respawning/resetting a cell has got to be fairly trivial task but damn if it isn't obvious how to do in the GECK. Can anybody tell me where to look? Should I be using FNVedit instead?

I did meet eddie and performed a few tasks in the quest I Fought The Law before wiping out the powder gangers at their various camps so maybe that quest has some special logic that disable powder ganger respawns but I doubt it.
