Your best bet is to post your questions here and the other forum members will be happy to help you. Start by having a think what type of things you would like to make. If it is possible people will be able to help.
http://www.tamriel-rebuilt.org/?p=modding_data/tutorials has a whole bunch of great tutorials you can look through. I'd suggest reading the ones from Scott Fisher. They're a bit dated, but they'll give you a good understanding of the basic things you can do with the CS.
thanks and the kinda mods i want to to to start of is just something like a house so i can get the basics down and then move on to some thing like making a town or redoing a town. thats the kinda stuff i want to know how to do.

Should be good, making a house mod is more about aesthetics than top grade modding knowedgle
I think the best way to learn is to just mess around in the CS at first, and see what happens when you do certain things. After you've done that for a bit and have become a little familiar with where things are, then take a look at the tutorials

The Build a House tutorial by Calislahn (under General Construction Set Tutorials) might be the best place to start if you have no experience whatsoever. Otherwise, if you've figured out the basics (took me two weeks to figure out how to load an .esp when I started ), as Slaanesh said, the best way to learn is to start playing with the CS and see what happens.
