Go Energy Weapons, it's fun and colourful. You want maximum critical chance early on, so pump points into Luck:

Take the trait that gives you extra crit chance and you're up to 12% right away. If you're playing with the Gun Runners add-on you can mod laser pistols right from the start of the game, and the Powder Gangers right up the road have a bunch of plasma stuff for you. Get Perception to 6 for the Better Criticals perk, be sure to take Finesse at some point to because that's an extra 5% critical chance. If you want to use an automatic weapon like the RCW just remember that they torpedo your critical chance.

How about a gambler/diplomat? High luck, speech, take perks like Black Widow/Lady Killer. Get banned at all the casinos, including the Sierra Madre, talk your way out of trouble.
