Where do I go to get the bounty off my head? Is it the thief's guild or the dark brotherhood or what???

I'm looking for the backhand-under the table way to get rid of an arrest bounty on me.

I haven't finished the thieve's guild or DB questlines, so maybe something else becomes available, but the only way I've been able to remove them is by bribing guards, which costs way more than the bounty, at least it has every time for me, have had to pay a couple hundred gold for a 25 or 50 gold bounty

I noticed i can bribe them to turn away from arresting me, but does that clear me of the crimes?
