Okay, now there are some serious inconsistencies with this phrase. In each Fallout game, the intro monologue has included the sentence "War, war never changes..." But, I was playing Metal Gear Solid 4 a week or two ago, and Solid Snake says "War, War is always changing..." also in Fallout: Tactics during the special encounter So, the question is, does war change?

In a sense that no matter what, no matter the purpose, no matter the goal or objective, masses death is ensure on both side and no one wins overall. To add this, greed is usually the main purpose of these wars and they would stop at nothing to use what ever mean necessary to win it.

War never changes in a way that it's always hurtful to both sides of the conflict. You could also say that it's always about the same kinds of things. Control over territory, a country's people, resources, religion, a different state of mind or a different way of living one's life and the oppression some tyrant wants to enact on a certain kind of people.

It is possible to say that while war is always advancing, it never changes. More ways of killing and more advanced weapons are always being developed, but the effects they have never change.

War never changes:

-Reason for war never changes.
-The misery, death and destruction caused by war never changes.
-Justification for war never changes
-That the last war is never going to be the last war.

After we manage to destroy ourselves, we will be throwing rocks and swing sticks at each other to see who gets the big cave.

War as a political tool, well that never changes. Root causes probably are all the same - as Teg says there's always a need for breathing room driving it somewhere.
