So i notice some of the armor in oblivion looks like if you wore it to skyrim, you'd have hypothermia in a minute. Npcs should have and sell more heavy clothing, maybe coats and jackets to. Also you should be able to wear clothes under your armor like morrowind.

Where needed yes without a doubt you'll see heavier clothes made to suit the environment most likely made using the fur of the animal ecosystem close at hand. Or I hope that's the case.

Nordic fur?

I have a sneaking suspicion that we'll be seeing a lot more fur armour than oblivion, like what the dude in the time-lapse video is wearing (the one on GI's hub). But there'll always be the hard asses who go bare armed into the freezing wastes .
