Was Boethiah modelled after the likeness of a Tsaesci?

He was Potentate http://www.uesp.net/wiki/Lore:Versidue-Shaie, assassinated by the http://www.uesp.net/wiki/Lore:Morag_Tong.

Boethiah right there was atop Snake Mount, one of the names of her realm.
