Pretty sure that's just lightning. The way lightning, or more simply, electricity works, it bounces off surfaces and clings to things that conduct electricity, so it auto hits enemies more than likely, like chain lightning. Pretty sure I saw a fireball miss of his when shot at the Draugr Lord at the end of the dungeon.

Just do what I do; play a Nightblade. Steath, cast spells from long distance. So you can aim and take your time with killing your targets.

That still requires you to target something. You're thinking Fable.
