All names listed are people that participated in the creation of the god Talos, of Tiberius Imperator, the replacement for the (or revival of) the Missing God. Notice also Ysgramor is absent, and he's basically the same guy (I think he even had shield-thanes named stuff like Jhunal and Tsun and Stuhn to enforce the whole "Ysgrmor=Lorkhan" thing).

So, that would be a yes, if we hold Ysmir/Wulfharth as a member of the list.

Pelinal was more than just Shezarr, he was Shezarr and Akatosh. You know those madness swings he had? It was the madness of the Time God.

That list was made before Pelinal was likely even a thought in the back of Kirkbride's head, so you can't really read much into his abscence.

I think each name listed under the LORKHA thing might correspond to different attempts at reaching the final subgradient, all failed, the succeeding seventh becoming N and all.

Talos is stormcrown, an obvious reference to CHIM.
Ysmir is the enantiomorph. He is Pelinal who is both.
Hjalti is the scarab that transforms into the new man. He is the only aspect who was born of a mortal.
Tiber Septim, crowned in White-Gold, the center of all, is the prolix tower.
Zurin Arctus is the Numidium for obvious reasons.
That leaves the Endeavor to Wulfharth. The Endeavor is standing atop the dreamsleeve and looking down. Wulfharth is the only aspect/avatar we know to have fully died/reborn several times, without undeath, unlife, or ghosti... ghostne... being a ghost like Pelinal during NotN.
