Was 1.9 really tested?

I haven't played Skyrim for a while and have patiently waited for this supposed mega patch to finally fix many of the long standing problems we've had from day one. As with any patch that arrives, I routinely start a new character profile because many bugs aren't fixed retroactively. However is wasn't long until I noticed a new problem. I decided to hire the carriage out of Whiterun to get to Riften only to find that he won't take you anywhere. He won't take the money, tells you hop in back and then starts complaining that he doesn't have all day to wait for you. Was this really missed during testing? I barely started playing before this new bug exposed itself. Don't get me wrong, I haven't had any confidence in any patch since the dreaded 1.2. It just feels like every step forward from patches takes another two steps back. Before I continue my game, are there any other new hidden problems I should be aware of ? Did 1.9 fix all that was listed or will I feel more disappointment? :dry:

Well 1.3 broke plant and enemy respawns and I am currently testing 1.9 to see if the respawns are any better.
