Pretty much everyone in the Legion still worships Talos, albeit secretly. Even Balgruuf the Greater, the Steward and Jarl of Markarth, and the Steward

(and future Jarl if you go Stormcloak)
of Falkreath still worship Talos. The only reason they don't do it openly is because of the Thalmor, who I just love tearing up every opportunity I get.

Yea the Empire still worships Talos, you think the Imperials and Nords would abandon their chief deity because the dirty Mer-folk said so.

Okay basically the Elves and Empire and went at it in a war, the Empire was on the losing side so they signed a peace treaty, called teh White Gold Concordant. One of the points was that the worship of Talos was banned because the dirty Mer-Folk don't think a mere man could become a God (they were wrong but thats another discussion entirely). So it was outlawed, but obviously the dirty Mer-Folk, being the dirty folk they are couldn't possibly police the entirerity of the rest of teh Empire. In Skyrim there was literally no regualtion on it, so everyone opnely worshipped Talos. But then the Jarl Of Markarth got the stupid Ulfric Stormcloak, and the damn Forsworn to rebel, he promised open worship and defience of the Elves. The rebellion failed and the Elves went on red alert heavily policing Skyrim and Markarth in particular. (that's why there are so many dirty Mer-Folk in Markarth). Then the stupid Ulfric started teh Stormcloak rebellion.

Basciallt the Empire signed the treaty and is pretending to not allow Talos worship in order to buy time to get their strength back and go at it for round 2 with the dirty Mer-Folk. History Lesson Over, class dismissed.



If I'm reading that right, it's not entirely accurate.

Towards the end of the war, when the legions were away in Cyrodiil, the natives of the Reach took the opportunity to rebel. They successfully took control of the region and held it for two years. The Jarl promised free worship of Talos to anyone that would help retake the Reach. Ulfric and his group responded and successfully drove off the natives, who retreated into the mountains and took on the name of Forsworn. Then the Thalmor learned that the Jarl of Markarth was defying the treaty and he was forced to comply, arresting Ulfrics men and anyone else worshiping Talos. So he basically betrayed them. It's after that that Ulfric began to rebel.

The Aldmeri Dominion banned it, not the Empire, it is enforced by the Empire because they have to. Though the majority of nords still worship Talos, secretly.
