Was this a mistake or what?

Well, i was doing the Imperial quest where you ambush the stormcloak supply cart with Hadvar, and after he gave me my orders i exited the chat and he said "talos be with you." Which i ,of course, found really surprising . Is he a Talos worshipper like Legate Rikke? Or was this just a bug?

ok rewriteing this, The empire banned the worshiping to talos because they think Talos is linked to alduin. The Nords of skyrim still worship Talos. They do this because its almost a sin kind of thing to simply not worship somthing because someone told you, an example is
Spoiler
The high queen of skyrim asks you to place a Horn from her husband to the shrine of Talos near whiterun, becuase she wants to have a proper burial, believeing he will not go to sovngarde without the blessing of Talos

So no its not a bug

even though Talos worship was banned the people are skyrim feel the need to worship him along side the other gods, the only reason talos worship was banned is because the imperials or somthing tried to link alduin and talos

No. Aldmeri Dominion had it banned because Talos in their belief is not a god, he was a mere "human" when he accepted to be a god, he also created the Imperials which is why some still worship him in secrecy

I think it is because he is not a polititian.

Talos worship has a lot of little secret signs in Skyrim, wander around and you will see more. It is an underground religion.

I'm thinking it might be a bug since Hadvar is pretty much a exact clone of Rolaf dialogue-wise.

He is a Nord, there's a few things you can take away from a Nord but you can never take away THEIR MEAD....and their love of Talos.

yea that

this is the short version for people

in the hundreds of years that passed since oblivion, the highelves attack the empire and defeat them. they offer peace, though one of the major terms of peace is to stop worshiping talos, because he was born a mortal and should not be considered a divine. the terms were accepted, and this caused many nords to hate the empire (as Talos was a nord and a hero in the eyes the nordic people)

hadvar is a nord too

On top of all of this, whether or not you believe Talos is a god...He is still the founder of the empire and still their patron.

That and I might be coloring this with my own personal views, but I think the empire is only acceding to the Thalmor's wishes temporarily while they restabalize the Empire. It's one of those everyone knows but no one talks about kinda things that the Thalmor are about causing schisms.

Talos is the Empire deified, so loyalty to Talos is loyalty to something that the Empire represents. The Imperials don't like the Thalmor any more than the Nords, but are hoping appeasemant will equal peace. Muttering about Talos makes sense even for those loyal to the Empire in Skyrim.

Most places are pretty upfront with talos support, i mean he is the patron god of man and all that jazz...probably why the elves hate him

The empire banned talos worship because it was one of the conditions of the peace treaty with the Aldmeri Dominion, it doesn't have anything to do with alduin.

Yes, do your duty to your Empire; destroy this pretender Empire that betrays every principle, desecrates every code of honor, that the real Empire was founded on!

What most people fail to realize is that the whole banning of Talos worship is just a tactic so that the Legion can regain their strenght and take the fight to the Thalmor once again in the future.
It's all an act . I'm pretty sure deep down every Legionnaire is still faithful to Talos.

Like Alvor said, everyone had their own little shrine to Talos in their home. But Ulfric couldn't see that, so he started making a big deal out of it and gathered his little rebellion, which prompted the Thalmor to start dragging people away from their homes and all that.
No doubt if the Thalmor threat was to be extinguished the Legion would gladly restore Talos worship.

If anything Ulfric is to blame for all the innocent lives taken by Thalmor blades. He's not necessarily evil, just incredibly dumb and blinded by pride.

Yea the Empire still worships Talos, you think the Imperials and Nords would abandon their chief deity because the dirty Mer-folk said so.

Look: If you wanna:

Spoiler
Okay basically the Elves and Empire and went at it in a war, the Empire was on the losing side so they signed a peace treaty, called teh White Gold Concordant. One of the points was that the worship of Talos was banned because the dirty Mer-Folk don't think a mere man could become a God (they were wrong but thats another discussion entirely). So it was outlawed, but obviously the dirty Mer-Folk, being the dirty folk they are couldn't possibly police the entirerity of the rest of teh Empire. In Skyrim there was literally no regualtion on it, so everyone opnely worshipped Talos. But then the Jarl Of Markarth got the stupid Ulfric Stormcloak, and the damn Forsworn to rebel, he promised open worship and defience of the Elves. The rebellion failed and the Elves went on red alert heavily policing Skyrim and Markarth in particular. (that's why there are so many dirty Mer-Folk in Markarth). Then the stupid Ulfric started teh Stormcloak rebellion.

Basciallt the Empire signed the treaty and is pretending to not allow Talos worship in order to buy time to get their strength back and go at it for round 2 with the dirty Mer-Folk. History Lesson Over, class dismissed.
