Wasn't a character from Fallout 3 supposed to appear in HH o

So who do we think it is?

I think the most likely person is Desmond from Point Lookout. The dude is on the hunt for remnants from the Old World, and it's very likely that one of those remnants he's after is living in the Big Empty. Hell, even if that's not the case, wouldn't they want to address Desmond's relationship (or lack thereof) to Mr. House? I mean, Desmond came from a group of intellectuals who knew the Great War was coming, and basically made their bets on how to survive it. Sounds VERY similar to Mr. House's backround story.
Other than that, Desmond seems to have the means to actually make it to the Mojave. The way he talked in Point Lookout seemed to imply the dude was used to traveling.

I can't think of anyone else who would both be able to make the trip to the Mojave AND whose backround story seems relevant to any person or place in the Mojave.

Baseless rumor. It's been discussed many times. It was from a source that was dubious at best that also said there'd be 8 DLCs (which it counted wrong, Dead Money + 4 more in development + possibilty of 2 = 7). There are 4 extra snowglobe spaces for DLC (Dead Money had a snow globe, HH snowglobe is in game files), not 7. 4 DLC titles got trademarked. 3 more DLCs are confirmed. Absolutely everything points to 4 and this discredits that "source close to Bethesda".

Also, about Desmond, it'd make more sense for him to go to the Commonwealth, wouldn't it? He said he was going North, and there are so many hints at the Commonwealth in the game. It makes sense that the next game is set there and we run into him there, not the whole other side of the country.

Though the source is very likely to be totally bogus this thread still has merit. There could be a Fallout 3 character in one the DLCs, who knows. One that's somewhat plausible and would please some fans is a highly functional experimental radio in The Big Empty that picks up 3 Dog's transmissions. I personally hate 3 Dog, but it would make a lot of people happy and not intrude horribly on lore/canon.

I dont think Obsidian wants to mess with bethesdas chracters so I would be going with Harold(While he is a tree in FO3 they might of wrote him to go to NV somehow...) if a NPC from FO3 is coming to NV

New Vegas actually has more music than Fallout 3 does, I think the game's radio is glitched for some people. You also had the option to kill 3 Dog. And join the Master in Fallout 1. And effectively screw over the NCR in Fallout 2. Those choices aren't canon.

I hated 3dog he had the most annoying voice but at least he was able to play some good music every once in a while

I always liked 3 Dog. Thought he was a funny dude. Didn't like the idea of having GNR play in NV, but it's kind of grown on me. It'd be a nice little easter egg and would be kind of neat to here some tidbits on what's going on in the CW these days.

Could be Sarah and a squad sent west to reestablish contact, only to run afoul of all the **** going down in the Mojave. It's been four years since FO3, if I'm remembering right.
