So, after what seemed like a bazillion hour play through (More like 500 hours), and a year break to play New Vegas, I'm back to FO3. Loved New Vegas, not even remotely close to finishing anything (I think I have about 20 open quests and 1/4 through main play through, Lv 20ish) but I got a little tired of it and went back to Fallout 3. So, after screwing around for 20 hours on my old, perfect play through, I decided I'd make a new one. I guess I am kind of role playing this one, but I don't know. Basically, my current character is a soldier type dude. He had at some point in the past, far, far away, and now that he is here he is setting out to procure the best weapons and make an army that will span the Capital Wasteland.


Basically, I'm making a pseudo army for random shenanigans by reverse pickpocketing armor and guns onto selected people in the wasteland. Need suggestions for people I could use. People who are in highly dangerous areas, out in the open, or who will be able to use the gear would be best.

Examples of the type of thing I'm looking for:

It would be fun to see deathclaws attack scavengers, only to get shot in the face with a fat man. Or the slaves in Paradise Falls fully equipped with Power Armor and Gatling Lasers.

Scavengers are found across the Wastes in pre-defined locations. Also, caravans and more exposed towns like Canterbury Commons and Big Town.
