Did some more digging around (in case you aren't comfortable with using tools)...

I am guessing here as i didnt go that much into it. I just tested a little

Do the same thing he did with texture but other than writing texture in the ini file write "FX" because this is where it get saved

radio music looks under FX/MUS/RADIO

You will get xwm files. You can make your own with what looks like Microsoft's xwma codec or you can just replace everything with the same song with one of the other sound effects in the game just rename the same file over and over.

If you have any trouble with steam trying to change your ini file right click on it and set it as "read only"

Not really. The prefs file is where all the changes to the menu settings are stored. so those ones you listed are just the sliders in the sound settings menu.

I also wanted to file a complaint against bethesda for using copyrighted music making it illegal to upload to youtube or stream due to the piracy problem or people listening just for the music in case I walk by a radio. There should be an audio slider for radios or calle copyright so we dont break the law playing the game, its not worth ending up in jail because we tried to play a game.

There is also a song that enforces stereotypical gender norms called "Its a man" which defines what a man is without taking into account the intersix gender fluid or binary individuals which is insensitive showing micro aggression targeting those people which is about violence causing harm towards them through the lyrics of the song.

But there's 8 sliders, I only count 6 in the game options.

Hey guys,

I'd found a mod for replacing the audio files with your own music. I started going through the process of recreating this just to replace the audio files completely which is quite a bit of time involved creating and renaming files etc.

I checked into the comments of this particular mod and noticed someone has gone to the effort of doing this already, for the same reason as I've inquired into. They've included step by step instructions on what you're modifying.

This is the link to the instructional video, they've also included a download file for their sounds preset to make things quicker and easier. They've replaced every radio song in-game with a non-copyrighted song, so you wont have to worry about being flagged by the content I.D system. (Not sure if the song sounds good but at least it works!).

You could go through the instructional video and add your own music to the game, if you really want to.
