Wastelandish fallout

I mean like.Fallout 3 was a wasteland,but the only problem was,it was almost like COD with a RP here and there,there were SO MANY ENEMIES! I mean like,it gets to a point where it just gets annoying.The Raiders i understood,becuase thats what made the game fun,"Is this a raider encampment,i gotta look around just in case." I mean like,then like 400 mutants appear out of scenic no where and attack me in the middle of the wastes.I mean like,its been 200 years since the apocalypse of 2077,wouldn't you think alot of mutants would be dead at this point? I don't see how a FEV vat can operate so constantly,i mean like every one super mutant i kill,5 more come out.Id like to see a Fallout where atleast it focuses on the Human survival against nature and the hostile raiders and environment instead of worrying about mutants around every corner.

I don't understand the connection between your title and your post.

Also, every RPG in the history of well, forever, has had an inexhaustable supply of enemies to fight. That's why they're 'random encounters', and not 'finite, statistically probabal encounters'.

I mean, you could say the same thing about yao guais or molerats or feral ghouls. They shoulda been killed off a long time ago as well.

Mutants such as mutant animals/bugs there should be a good amount of them.

Super Mutants. If the game is in the West there should be the same amount of them as there are in New Vegas.

If the game is in the Midwest, the same or a little more then New Vegas.

If the game is in the East Coast but far from DC there should be ZERO because DC mutants don't go outside DC, they stay close to their vault. I hope to god there are not more Vaults/bases out there turning out Super Mutants anywhere.

Ghouls. Depends on the area and how big the population was but there should be at least a good amount of them.

depending on when they were ghoulified,if they are like Pre-war ghouls....nope nope nope after 200+ years of rotting away,i mean like,wouldnt they have become just bags of meat.

Pre-War Ghouls in FO3 and New Vegas look in good shape to me.
