Water based worldspace

I want to make a worldspace that is based entirely on water, basically I'll be doing a series of floating barges and boats in the middle of the ocean, and I'd need a worldspace covered in water to reflect that. Now here's the thing, I've done this before for Fallout 3, but that was a long time ago and I can't seem to remember how I did it, which settings I had. So any help here would be much appreciated.

EDIT: Figured it out, nevermind, requesting lock.
