The physical dimensions are irrelevant, what matters is the resolution your laptop is running at. I know there are various ways to run at resolutions higher than the monitor can display and not get garbage. You'll either get scrolling, or actually start to lose detail (I think only CRTs can manage the second one, but it'll make text unreadable anyway). You'll have to do some searching though, I haven't had a monitor than ran under 1600x1200 for fifteen years myself. Depending on your video drivers you may also be able to render the screen 90 degrees to the right or left, though laptop drivers may disable this feature (and for good reason, it wouldn't be very usable). Also if the OK/CANCEL buttons are the only thing you're missing, you can get something (I think AutoHotKey will do it), that can press them programatically, but you'll probably have to be able to get to them in the first place to set that up.
In any case, to get the entire window to display, you'll need a resolution at least 800 pixels high.
