I am hoping to find out about this too. I have two shops, and 0 people working at them...

I actually got them to work. I have the general store or whatever it is called and an armorer. I realized that you had to be in the workshop mode in order to command your people. Once doing that I had no problem getting them to be assigned. You click the person you want to assign once to command them, then you click whatever shop or unit you want them to work on once and move the cursor away and presto. Hopefully yours is as easy, but, I think probably not.
Same here. My general trader stall, doctor stall and bar all have settlers happily working there, but nobody will stand at the weapons stall no matter where I place it or who I assign. It's infuriating. They all go and stand out the back of my main building, in my melon patch. Grrrrrrr.
Edit: deleted the weapons stall, put in an armorer. A settler who had refused to stand at the weapons stall promptly left the melon patch once assigned and trotted straight over to the armorer stall. Definitely something screwy with the weapons stall it seems.
I wll try the weapon stall to see if I have the same problem this afternoon. Question, what settlement locations have you tried this in? Or is it just one? Check back later.
Just Sanctuary so far. When I have the caps, I'll try building a larger weapons stall to see if it's just the basic one that's misbehaving.
