In Fallout 3, are there weapon requirements? I've looked for strength requirements and can not find anything. Is that Fallout: New Vegas only?

Also, it seems that my Silenced .44 and Hunting Rifle "wavers" quite a bit on me. Trying to recall my Guns Skill, but am coming up blank. I think that the Pipboy has something about skill levels needed for weapons, but am not recalling very well right now.

Am I confusing the 2 games here?
