Weapons reloading at the speed of light?

A quick question, I've noticed some weapons in my current game seem to be behaving badly, although it seems to happen with all guns I have tried I noticed it in particular with the Ratslayer as that's what my current character is using right now. I'm not sure how to describe it exactly but basically the reloading animation is playing at light speed, my first two characters were unarmed and speech based with explosives so I've only noticed it on this character so far but its really strange, also I have not taken any of the perks that give faster reloading or any that seem to effect this at all.

When I first load up the game everything seems normal then after a little while playing I notice the reloads are almost instant again and its really jarring, closing the game and starting back up again usually fixes it for a little while then it happens again. I have looked for others talking about the same thing but when I look for the words loading or reloading all I can find is people talking about saved games not the weapons.

In a possibly related or not way because its the same gun on one occasion I went into third person camera to try and grab an item that had fallen behind some shelves and saw the rifle was stowed inside my character muzzle up instead of on the back muzzle down? Taking it out and re holstering fixed it but since then I have checked from time to time and this seems to happen whenever I holster while moving, if I stay still to holster it goes away properly?

At first I thought a mod might be causing it but looking at the few I have I cant see how, I have the pre-order mod that came with it, one that changes the leather in game to be a darker black, I got this because my pre-order came with leather armour and the mod is only texture files, another adds a new radio station and last three that effect the pipboy, one makes the light from it blue, another makes it slightly brighter and the last one makes its screen match the chosen colour.

Does anyone know of these issues and possible have a solution?

To elminate any mod issues (this game is a bit too new for me to trust any mods yet I am going to give it a another couple of weeks) start a new character with no mods to see if the reload issue looks the same. Then, on that character, if it works better, load the mods back one at a time until you see the issue again. That is the offending mod. Remove that mod from your current character and see if the issue is better or the same.

Stats like Agility do effect reloading speed, more so than the Fast Reload Perk. An Agility of 10 reloads a weapon almost 4 times faster than somene with an Agility of 1. This according the "Hidden Agility Stat" thread where someone timed this. If you have a mod that effects Agility, it can effect reloads. I have not timed it, but it does dramatically increase the speed of Holstering and Reloading.
