Wearing guard uniforms, naked, etc.

I thought it was pretty strange I could walk around the Imperial city with an Imperial Legion uniform and guards would just say "Tidings citizen.". It would have been hilarious if they talked to you in a serious voice "Watchman why aren't you on your duties!". And you would need to would need to lie such as "I'm um... Taking a day off"
"My apologies watchman". How about when your walking naked? In Morrowind they would comment if you went about naked. In Daggerfall people would respect you more differing from the value of your apparel.
In Oblivion when your in the prison, when I got out of the cave, he would say "It's that prisoner again, kill him! He might be working with the assassins!" when I was wearing a Mythic Dawn robe and hood. Their first reaction should have been to kill me. But they don't...
I would really like things to change depending on what you wear.

Yeah, well in Shivering Ilse they did have it so that Zealots and Heretics would th ink you were one of them when wearing their robes untill you got to close.

Would be nice to see more stuff like that, would make stelath missions more interesting if you could dress up and disguise yourself.

Yeah, forgot to mention that. But you could still wear Mannimarco's robe and they would talk to you.

The root of this problem is full voice acting and its compounding cost when applied to too many conversational permutations.

Not really. they'd only need to record about 20-30 voice snippets tops.

It would be a cool idea, but the constraints with the voice acting probably limits them to more urgent dialogue. We'll never get that Morrowind variety back!

Actually, you'd have to record a variety of reactions for every single race, every gender, and every type of scenario from nudity to wearing sacrilegious outfits. I can't see them wasting time on that.

It wouldn't be that hard for the voice acters to add just a few more phrases such as: (if you were naked)
"For the sake of Akotosh, put some clothes on man!"
"By the Nine Divines, Where are your trousers?"
"You ought to be ashamed of yourself, running around like that!"

If FO:NV is anything to judge by, then I think there is a good chance that NPCs will react differently to you depending on what you are wearing, particularly if you are wearing something that identifies you as belonging to a particular faction. This is something that I think is important enough for Beth to spend development time on, as it would go a long way towards making stealth characters a more viable option. It always seemed silly to me that people (especially guards) could always recognize who you were, despite the fact that you are wearing a helm, or the clothing/armor of a particular faction.

They could a least reuse some dialog. IIRC, guards in oblivion had special dialog options for each other. So why not just have them say those things to you as you walk by?

I don't think there would be too much voice acting involved as long as they are generic about it. If you wear clothes of one faction then they will talk to you like they would talk to each other; no new dialogue needed. If you're walking around naked or in a sacrilegious outfit then it might be a general "Oh my!" or "How disgraceful!". And if someone spots you impersonating one of their faction then they could all pretty much say "Wait a minute, stop you impostor!"
