Weather mod question

I'm having a bit of trouble getting a little mod I made for myself to work right. Basically my goal is to add some rain to the Mojave. Before anyone says, that mod already exists: all weather mods that I could find also add a lot of features I don't want (darker nights, sandstorms, etc).

What I did in a couple of minutes with NVEdit was add Honest Hearts' rain to the main game. The result sort of works: that is I get proper rain with effects in some areas. Goodsprings for example works fine. However in other areas (freeside for one) only the clouded sky works, the sound effects and rain VFX wont.

I have no clue what I'm did wrong, so if anyone feels like taking a quick look at my problem and tell where I've been stupid and forgot something , I've uploaded the .esp (a test file that makes it always rain) here:

I can't help you with that.
Just wanted to say, that the features you've mentioned can all be turned off in these mods.

Even this was the case (it's not, but this thread is not about reviewing all the weather mods for New Vegas), then I still want to fnish this. i've spend a couple of hours staring blind at this, so I'm rather curious as to just what I messed up.
