[BETA] Weathering Weather

This makes weather really wear on your fatigue, which in turn makes everything harder when low. This also makes blight storms infectious, requiring some resists to prevent getting ill.
Resists play a huge part in how detrimental the weather will be on your character:
Shock resist helps in rain and thunderstorms.
Frost resist helps in snow and blizzards.
Fire resist helps in ash and blight.
Blight resistance obviously helps in blighted conditions.
Common disease resistance helps a little in all situations.
As a result, the various races have a bit of innate abilities in certain weather. Nords are less effected by rain and snow, Dunmer can handle ash and blight well, and Altmer can't really tolerate much bad weather.

The scripting is solid but could probably use some optimization. There's also plans to expand on this too later on. Probably could adjust some of the values and use a better name for the project, haha.
