Weird bug! help!

I am right outside vilverin and I heard of a bandit coming to me. I was staring at the tree to check if tree bark hd was working properly, so you could imagine how much I was surprised when I see his shadow on the tree and I got scared. But as I turned to him, I noticed that he didn't attack me. Instead, even if he is in front of me, instead of attacking, he keeps running on me (he doesn't push me), he just runs >.< . any Ideas?

Edit 2: checked another bit. The problem is only with the outlaw bandits.
