Weird flickering lights in the distance after upgrading vide

Until recently, I've been playing this game on a Geforce 9800 GT with no real issues to speak of. I just recently upgraded to a Geforce 460 (I don't recall the exact model) 1gb/256 card, and decided to amp all the settings as high as they would go.

For the most part, the game looks pretty damn stunning. The animations are smooth and flawless, I have zero stutter anywhere, and my framerate remains solid and unburdened. Awesome, right?

Except now there's this weird light flicker in the distance. It's as if tiny, tiny little white lights are appearing here and there on the ground and the horizon, and then immediately vanishing.

I'm running only a handful of mods, none of which change the world textures or lighting. I have no clue what could be causing this. At first I thought I could just ignore it, but man they're annoying.

Any suggestions?

Win7 x64, Phenom II x6, 8 gigs ram, for the record.
