Yesterday, I was playing around in Leyawiin, and I cut down some random Argonian guy(most of Leyawiin is a beast, for some reason) and the guard that was right there, like seriously right next to me, just crouched down to the dead body and said "May he rest in peace" I didn't get a bounty or anything...

How did this happen? What happened to "Psychic guards"?
