Welding Gun in Nipton and another question. : Fallout: New Vegas

If you haven't been to Nipton yet, this is a slight spoiler.

While I was in Nipton checking out the smoke and fires, I went into a house where there was a Mr. Gutsy. Once I defeated him I saw on the floor near a table a "Welding Gun". It actually highlighted as a named item, but could only be picked up via R3. I haven't noticed any other items that were named that can't be picked up and put into my inventory. It's almost like looking at a broom in a room, but then seeing the name broom pop up. (Never had that happen, but that's what it seems like). Does anyone know if this is intended or is it another bug?

Also on the computer in this same house, the guy notes that there are 2 Mr. Gutsy robots, but I've only come across the one. Am I missing something?

I want to know what the deal with the welding gun is also, I've found a couple, but still no use for them. I'm wondering if it's kind of like the workbench, but you have to have some special item to use it? If anyone know the deal with welding gun there are at least two of us, who would appreciate being clued in. As for the Mr. Handy, if you leave and come back later there will be another one there. I don't know if he just respawns, or if this is actually supposed to be the second one.

I'm thinking along those lines myself, perhaps the animation was too tricky; similar to the shishkebab. I can not find anything regarding anything about it or the location, in fact all my sources say there is only 1 Gutsy, I'll have to re-check myself.

While this is in the PS3 section, I'm hoping someone can check the G.E.C.K for us, via PC.
