Presumably not; the Dunmer differ from them only in skin and eye color, and the Dunmer are of ordinary height. Almalexia, who retained her full Chimer aspect, is the only living example, and she is of ordinary height.

Of course, to the Altmer, whose noses are so far up in the air they get nosebleeds, all others are short.

exactly. The only short short race are the bosmer.

Presumably there would be the occasional short one or oddly tall one.

Prolly couldn't wear their armour if they were.

Bosmer - males only apparently

... and maybe the ex-dwemer

The specters seems to show otherwise, indicating normal height. If they were indeed shorter than most races, they'd probably be the height of the bosmer, or around it, but they aren't

From the UESP

"Contrary to many legends, archaeological evidence of known Dwemer ruins leads one to believe that the Dwarves were about the same size as the typical human or elf, evidenced by the fact that all existing Dwarven armor is average sized."

Vivec is "half Chimer" and Almalexia never changed at all, or else used her divinity to transform back into a Chimer from a Dunmer. Both of these gods are of average(although muscular and perpetually youthful) Dunmer proportions.

Hmm - I thought my Morrowind Dark Elf was average height and the Dwemer spirits always seemed much shorter than me ... no idea about Yagrum Bagrum as he was using his spider-legs.

It was hard to tell with Vivec and Almalexia as they were always using Lev.

Are you sure Almalexia levitated?

In any event you have the option to fight both of them and during those foot battles they're at least as tall (if not slightly taller in Almalexia's case) than most Dunmer NPCs.

And the Dwemer spectres are just that, ghosts. If you notice, the other ghosts in the game are not exactly human sized either. Not a good indication of their size as corporeal beings, but judging by weapons and armor that are easily equipped by all other races I'd say they were of average height.

There height wasn't even mentioned in any relevant historical texts. So, to reiterate, I quote:

...No.
