The info on UESP states that werewolves have powerful, armor piercing claws. Do they really have an armor piercing/ignoring effect, or is that just part of the description?

Just a lore thing, though with dawnguard and perks their claws can deal 160dmg per swing.

Even if they were armor piercing it be utterly meaningless as no enemy has a meaningful amount of armor.
