I always wanted to know IF werewolves roam the wilderness at any point in the game ??
I have in the past, though not in my current character, done the "ill met by moonlight".
Maybe, after this ??

To have wild werewolves out on the map you need to complete the Companions quest line to the point at which you go to and return from Gallows rock. If I give any more detail then that it will become a spoiler, but if you have done the Companions quest line you already know what happens when you go to Gallows rock with Aela

So yeah.....
To have wild werewolves you need to go to Gallows rock with Aela and return, after that you will have random encounters with wild werewolves.

not in the vanilla game
but DG adds werewolf random encounters that can happen at night (not sure if the companion quests activates them, but they are actually in the DG dlc)
