Ok is it just I'm [censored] or can you even get into the westside pawn shop to finish the side quest for the Guy in mcaran IV tryed everything I can think of

You can get in there. Is this the same place as Miguel's Pawn shop?

Is the entrance not working for you? That happened to me, I could see the door, and see an entrance on my pip-boy map, but when you walk up to the door and put your cross-hairs on it nothing happens.

I left it alone and went on to do some other quests, also downloaded some update or patch or something off the net. At some point I went back to try again and it worked.

Don't know if that helps, but maybe there's hope for you yet.

There's a bug in early versions of the game where the activator for the door is misplaced. How I wound up getting in was standing right next to the door, then going into third-person mode and rotating the camera slowly until the command to open the door came up. I believe the issue is fixed in one of the patches.

I had this problem on my first play through, I got the message to go and meet someone or other in the shop before the guy had actually given me the quest. IIRC it's when he says "I'm not ready yet, come back tomorrow (or something)". I think it's a known bug and you just have to keep going back until he gives the quest.
