It's a Russian fan-made Oblivion mod. You don't buy it, it'll be a PC download, like any other mod, but it's not done and not yet translated into English.

Not overhaul, Total Conversion.

Like Nehrim, it's a brand new game with no similarities to Oblivion other than using the engine and resources.
