The fact that it actually exists.
That sounds good to me. Since we don't even have any confirmation that it's actuallly being made, announcing its development will be a good place to start.
But after that, it would also be nice to learn that it will have levitation, spears,
proper Khajiit and Argonians (By which I mean ones that couldn't just pass for humans wearing animal masks and fake tails.) lycanthropy, and a unique world that will actually make me feel like I'm exploring a new place instead of the same generic landscape most other fantasy games have.
Of course what I really want is a game that can excel in every way, combine all the strengths of earlier games, and improve upon all aspects which need improving, but I probably need to keep my expectations realistic.
Also this. I couldn't even get into Morrowind (only because I played Oblivion first; it's still a great game) and I still hated this about Oblivion. This also caused the "Bandits in Daedric armor" issue.
Interestingly, Morrowind had level scaling too, yet the only person you'd find with full (Outside of a helmet.) Daedric armor in the original game was a single old wizard who was quite powerful and you probably wouldn't want to kill even if you could since he is needed for the main quest.
