what are and how do you sneak into towns?

I like to kill, slaugher and pillage. I also like to sell my wares and hide in dungeons from rangers who patrol the area. Currently I have a 3k bounty on my head and I am wondering what towns can i sneak into to sell my wares and sneak out of - or maybe chat up some guilds? - slaughter some more people ya know the usual

You can swim to the waterfront district of the IC, but that is about the extent of it.

Are you on the PC? if so, there are mods that allow for secret entrances into the cities.

If not, I know that you can sneak into Cheydinhal late at night through the East gate. Guards don't seem to be stationed there at that time.

I'm not too sure about Anvil. The best way would be through the south-east gate, near the castle. Watch out for patrolling guards on the bridge though.

For the Imperial City... I only know you can sneak in through the sewers. Good luck trying to avoid the guards once you're in though. They are everywhere.

I think there are sewer entrances Southeast of the city, and between the waterfront district and the bridge across Lake Rumare. There might be more, I'm not sure. But each district and several homes have sewer exits.

EDIT: Nope. The other entrance is north of the Market District, a little north-west of the Prison Complex.

If the main sewer entrances aren't locked, you'll likely run into some locked doors in the sewers anyway. So either way, you're going to need to stock up on some lock picks. Goblins and bandits usually carry some. There are more ways to get some, but I don't think I can post here since this is the Oblivion General forum.

Don't forget about Shady Sam outside of the Imperial City. He has some lockpicks for sale even if it is only 30 its still a start. You could always look at finding the Daedric Shrine for the skeleton key. I just can't remember which one it is.
