I like playing as a thief so I'm always stealing from peoples homes.

I've noticed that chest near beds almost always have Horker Tusk, Mammoth Tusk, or a Saber cat tooth.

So far I've found them in the homes of Ysolda, Birna, Haelga, Muiri, and Belathor.

Are they used as decorations?

Are they used as stakes for outdoor camping?

They aren't long enough to be used as back scratchers.

I reckon they were gonna be used for alchemy as some alchemist merchants sell them.

I know you can use a Mammoth Tusk for a quest. But I have no idea what Horker Tusks are for o_O
