What are mods that feel like the Tribunal expansion? : III

I'm looking for mods that have a feel like the Tribunal expansion. The mods do not have to have anything to do with Tribunal or even require it. I just want mods with a small closed in urban feel with an intriguing story line.
Can anyone recommend a mod list with mods that have a Tribunal feel to them.
-I have seen countless mod lists but I have yet to see one for Tribunal lovers, so if there is one I would appreciate the link.

Yes last year. And only got one reply and was not what I was looking for. So I figured I would start a new one to see if there are any new lists or anything.
