Well there are 9 provinces, Morrowind and Cyrodiil are already out of the question as they have been done in detail so the chance of Summerset Island being it is basically 1 in 7.

Claiming the rights for Skyrim might actually be a PR stunt but could just as well be a clue, so far NOTHING is confirmed.

I'm not sure about Morrowind but Oblivion was reserved some time before release i think, though as mentioned it could just as well be a PR stunt as people now assume it would always be like that.
BTW some people speculated "then it's possible someone else registers the province names first", might be possible but, as Oblivion and even Daggerfall showed, they don't necessarily name them after the province it's set in (Just for Info, daggerfall is a town not a province). You could even say that for Morrowind as technicall they game was set in "Vvradenfell" which is just a region of Morrowind.

So all cards are still open.

As much as I would like a game set in Skyrim, part of me believes it was only copyrighted because its name could easily be grabbed by another company, like an airline or a cell phone provider, etc, either by accident or because a marketing director was an RPG fan in highschool/college.

It's composed of English words, unlike say, "Elsweyer," but is obviously more charismatic than Black Marsh. Although, "Summerset" is similarly constructed...but I think Skyrim is more likely to be appropriated, it just sounds cool.
