Yes, of course they are. They are based of real-world races and Beth puts a twist on their culture and/or appearance. Or they are completely made up from scratch.

Well, they are based of fantasy Orcs, which have a similar appearance.
In this case, Bethesda added a twist on their history, since they used to be elves.

These threads always go poorly because they always end up insulting one race or another and flames and flamewars ensue.
Besides, the races in The Elder Scrolls are all entirely fictional and generalizations are rarely the sum of much.
