Don't know yet, I'm not pre-ordering now, it's not like Steam is likely to run out of the copies. I might wait until the thing is out, I've been burned too many times by Bethesda games that are flat out broken on release and I may well be able to find it cheaper.
i'd likely wait until the prices drop a little and the first official patch is released.
Due to my experience with buying Skyrim Day 1, and reading about the nightmare glitches Fallout 3 and New Vegas Day 1 beta testers experienced, I'll probably wait for the GOTY version when everything is patched up and all DLC's are released. I'd like to experience Fallout 4 the same I did the previous installments. Complete and as bug free as possible.
I want to pre-order the game so bad (even knowing there might be bugs in the initial release), but this time, I want to buy the collector's edition, so I'm waiting to see for now...
Pre-order if there is a collectors edition, if not probably day one buy.
I plan to wait until I have more information to make a decision. I will not hesitate to purchase it once I've verified that there are no drastic changes to my favorite aspects of BGS games ... modding, character customization, first person perspective, etc. While I'm certain I will eventually get it, unwanted direction changes can impact when and how much I'm willing to pay for it.
Normally I would pre-order it. But let's say they go with a pre-set voiced protagonist as some people fear. Suddenly the game isn't worth $60 any more and I'm buying it the following year on a Steam sale for under ten bucks instead of pre-ordering.
I will definitely have to confirm that there will be no changes to the way mods are created, used and distributed before I'm willing to pay full price for it.
I'm just going to watch an LP, I think. Maybe I'll buy it if the actual game shown at E3 is better than the one this trailer promises. Even then only five years later on a 90% sale.
Once they announce the Collector's Edition, I am pre-ordering. I am also getting an Xbox One, a new TV, a new recliner, stocking up on Coke and Cheetos Puffs, and then taking a few days vacation time.
I'll be buying as soon as possible on day one with the pre-order. Going to get it for xbox one first. Then whenever the game of the year comes out, i will look into getting it on PC, to mod and get a fresh run through of it.
It's the same range for me, depending on information I learn after E3 and if I will have a PC capable of running the game by the time it's released.

Witcher might be game of the year, but fallout 4 is going to be game of the millenium!

With Bethesda's track record and my love for their TES and FO franchises I would assume a pre-order purchase, but I am patient enough to see what they've got first.
Day 1 purchase, provided certain false rumours turn out to indeed be false.
I am not going to pre-order, its not like they are going to run out, its not 1980 and I am not going to feed the industries bad habits of collecting money with trailers of content ....that's later pulled out of the game we paid for and contained in a DLC..... that costs MORE money.
The whole pre-order scam amazes me, and how many people perpetuate it then [censored] about the cost of games and DLC.

When you didn't even know what DLC was? then modders would mod it and it would be great for awhile then they release a new game with everything in it? Now its just $59.99 for a stripped down game and another $59.99 for season pass that $120 for a game not including tax or special editions. The gaming community seriously needs to re-evaluate its priorities.
I'll pre-order the PC version when that hits, since the PC is where I'm doin' 80% of my gaming now, since the console wars have kinda left me in the dust of late.
