So...so far we've established that there was a sabotage attempt but it had nothing to do with the New Plague?

If there was an attempt it had nothing to do with New Plague. New Vegas shows no evidence of one other then IMO an easter egg left by the Devs that worked on Van Buren. OA is a simulation so it can't be trusted.

It didn't have anything to do with New Plague either in Van Buren. Two different sabotages.

Where New plague came from is unknown.

According to the wiki, the info about New Plague being a US experiment and being spread by Chinese agents that tried to steal it comes from JE Sawyer, so I consider it canon.

If JE Sawyer said that then I would consider it good anecdotal evidence/canon. Much like the Fallout Bibles is.
