thing is Erik Dellums could have just been hired to be a Voice actor. after all He was Nazir in Skyrim, and they do have a thing for reusing Voice actors they have worked with before.

Heck he could end up being someone totaly unrelated to 3 Dog in this but is still working at GNN. Or he may be this games version of Sulik, or Markus or who knows.

If we really do get a Pre-War prologue, it would be amazing to see him in Pre-Ghoul form. Maybe he was a professor at MIT?

I also think we'll see an advlt Arthur Maxson leading whatever we see of the Brotherhood of Steel in Boston.
