Dr. Li and Three Dog i can see. But i doubt they will have Zimmer and Harkness show up physically since one of the ways to complete the quest is to kill them, they very well could be mentioned though

Three dog was already confirmedish. The voice actor mentioned he would love to return to Fallout 4 and I think he mentioned being asked to by one of the bethesda developers. So not exactly confirmed but it was all we assumed about Fallout 4 for a really long time. Anyone got a link handy, I can't find it?

Dr. Li is most likely going to make an appearance. It is stated she headed for the commonwealth in FO3. Harkness, Zimmer, Railroad agents and any other android related characters will also most likely appear.

I have heard rumors that Erik Dellums has been asked by Bethesda devs to reappear in FO4, so there is also chance that 3 Dog will make an appearance to some degree.

But don't Moira in canon stay in Megation and write a book about the Lone Wanderer?
